Tax Shifting: For a Stronger Economy, Cleaner Environment, and Fairer Tax Code (1999)

We use less of what is taxed and more of what is not taxed. Tax shifting increases taxes on activities we want to discourage, such as pollution. At the same time, it decreases taxes on things we want to encourage, such as well-paying jobs. The ideal tax shift will benefit the economy and environment and also be based on the taxpayer’s ability to pay.
