- Exempting development in downtowns
- Creating a land-value tax
- Making downtown development a priority for VEPC
- Creating employer-based transportation benefits
- Funding public & alternative transportation
- Incentivizing the purchase fuel-efficient & alternative fueled vehicles (AFV)
